Saudi Electricity Company (SEC) announced on 12 January that it has appointed a consortium led by Riyadh-based ACWA Power International as the first ranked bidder for the Rabigh-2 independent power producer (IPP) project. While SEC’s nominal capacity for the plant was 1.7gw, the five submitted proposals – opened by SEC on 22 October 2012 – ranged from 1.79gw capacity to 2.03gw.
The bid by ACWA and partners Samsung C & T and the MENA Infrastructure Fund did not offer the lowest levelized electricity cost. Abu Dhabi National Energy Company (TAQA) and partners Qatar Electricity and Water Company (QEWC) and Samsung Engineering proposed a price of 7.42 hals/kilowatt-hour from a 2.03gw plant, compared with 8.82 hals/kwh from a 1.81gw plant for the ACWA-led group.
