In a remarkable broadside, Igor Sechin, the CEO of Rosneft and one of President Vladimir Putin’s closest allies, hit out at Saudi Arabia’s reliability as an oil supplier. No fan of the Opec+ agreement which limits Rosneft’s ability to produce, Mr Sechin has frequently criticized Russia’s involvement in the process.
