Oman’s Ministry of Energy and Minerals on 1 September signed an exploration and development agreement for Block 15 with Daleel Petroleum. Daleel is a joint venture between local firm Mezoon Petrogas SAOC, a subsidiary of conglomerate MB Holding, and Chinese state giant CNPC’s subsidiary Mezoon Petrogas BVI.
Block 15 will be Daleel Petroleum’s second upstream asset in Oman, after it was formed in 2002 to manage Block 5 (see map). Output at Block 5 has since risen from 5,000 b/d to over 50,000 b/d as Daleel has developed the block’s five main fields and employed enhanced oil-recovery techniques (MEES, 21 January 2022).
