Kuwait National Petroleum Company (KNPC) has issued a tender for its Clean Fuels Project (CFP) at the Mina al-Ahmadi and Mina ‘Abd Allah refineries. The upgrade is intended to improve products quality and expand combined distillation capacity by 264,000 b/d to 800,000 b/d (MEES, 21 December 2012). KNPC has prequalified seven contractors for CFP: Japan’s Chiyoda; US firm Fluor; Japan’s JGC Corporation; US firm KBR; UK’s Petrofac; Italy’s Saipem; and Spain’s Tecnicas Reunidas. Bids for the engineering, procurement and construction (EPC) contract are to be submitted by mid-November.
KNPC has awarded a $500mn project management and consultancy (PMC) contract for CFP to Foster Wheeler. The upgrade will increase conversion of fuel oil to higher value products and limit the sulfur content of transportation fuels to 1% (MEES, 21 December 2012). CFP is scheduled for completion in the second quarter of 2018. In a separate package under the CFP program, Korea’s Daelim announced on 2 May that it has been awarded a contract to increase sulfur processing capacity at Mina al-Ahmadi from 850,000 tons/year to 2mn t/y by 2015.
