Spanish engineering contractor Técnicas Reunidas reveals in its freshly-released 2022 report that Algerian NOC Sonatrach “has not yet launched” a $3.7bn project to build a 5mn t/y (110,000 b/d) refinery at Hassi Messaoud in the Sahara.
