Kuwait’s government appears to have revised down its long-term domestic refining target from 1.6mn b/d to 1.455mn b/d, according to the 2023-27 cabinet program submitted to parliament (MEES, 28 July). Kuwait Petroleum Corporation (KPC) has long maintained that it intends to reach 1.6mn b/d by 2025, but just 18 months away it was still a mystery as to how it would get there (MEES, 16 September 2022).
Capacity will hit 1.416mn b/d by year-end once the 615,000 b/d Al Zour refinery reaches full capacity (MEES, 28 July). The remaining capacity comes from the legacy Mina Abdulla and Mina al-Ahmadi refineries, where capacity now stands at 801,000 b/d following the completion of the $15.6bn Clean Fuels Project (CFP).
