Iraqi PM Mohammed al-Sudani told Bloomberg on 17 September that contractual and financial disagreements with Kurdistan-based IOCs remain a hurdle to resuming oil exports via the Iraq-Turkey Pipeline.

The PM attributed the impasse to “legal problems” presented by the February 2022 Federal Court ruling that Kurdish oil sector contracts are unconstitutional (MEES, 18 February 2022), and the 2023-25 Federal budget law which mandates handing over 400,000 b/d of Kurdish output to the Federal government with a fixed per-barrel payment of $6.90/B.
